Decree 461/2025 dissolves, reorganizes, and redefines key competencies of the national public sector.
On July 7, Decree 461/2025 was published, a high-impact regulation issued under the delegated powers granted by Law 27,742 of Bases.
This decree represents a central piece in the State transformation process driven by the National Executive Power.
What does Decree 461/2025 establish?
Key dissolutions:
The dissolution of three historic transportation agencies is ordered:
- The National Directorate of Roads (DNV)
- The National Road Safety Agency (ANSV)
- The National Commission of Traffic and Road Safety
Strategic reorganizations:
- The CNRT will be reorganized and renamed the Agency for the Control of Concessions and Public Transport Services, with expanded competencies over road and rail concessions.
- The Transportation Safety Board will be transformed into the Aviation Accident and Incident Investigation Agency, focusing exclusively on civil air transport.
Function transfers:
- Planning and control of national road infrastructure will be transferred directly to the Ministry of Economy, which will also centralize tasks previously delegated to decentralized bodies.
- The Argentine National Gendarmerie will assume operational control of traffic on national routes, replacing the ANSV.
Declared objectives of the decree:
- Rationalize public spending
- Reduce duplication of structures
- Improve operational efficiency
- Strengthen control over concessions and public transport services
- Fulfill international commitments
A new institutional map
With this decree, the Government advances in redefining the role of the State in transportation, road infrastructure, and safety. Control and oversight of transportation are concentrated in fewer agencies with greater powers and under the direct command of the Ministry of Economy. Decree 461/2025 also modifies more than a dozen legal and regulatory norms, updating current legislation to reflect the new organizational structure.
This is a far-reaching measure that redefines the State’s administrative structure and generates operational, budgetary, and political impacts. For those of us working in public law, regulation, and infrastructure, this decree represents a turning point. We will closely follow its implementation.
