Federal Concessions Network: Stage III Awarded for the Operation and Maintenance of National Highways

On August 24, 2026, the Ministry of Economy published Resolution No. 1379/2026, approving the award of the bids submitted in the public tender for the Federal Concessions Network (Stage III). The state-owned company Corredores Viales S.A. was declared “subject to privatization” under Section 7 of the Bases Law No. 27,742, while Decree No. 97/2025 authorized the privatization procedure and empowered the Ministry of Economy to issue the calls for bids and award the national and international public tenders under the regime of Law No. 17,520.

The purpose of the toll concession covers “the construction, operation, administration, repair, expansion, upkeep, maintenance and provision of services to users, as well as the development of new complementary or ancillary activities that generate additional revenue.”

Strategic sections of Stage III

Region No. 1: Central Section (National Routes 9, 19 and 34 – Santa Fe and Córdoba): Awarded to the consortium AFEMA S.A. – Pablo Federico e Hijos S.A. – Guido Mogetta S.A. (ARS 1,399, excluding VAT), for a term of twenty (20) years.
Region No. 2: Central-North Section (National Routes 9 and 34 – Santiago del Estero): Awarded to José Cartellone Construcciones Civiles S.A. (ARS 2,175, excluding VAT), for a term of twenty (20) years.
Region No. 3: Mesopotamian Section (National Routes 18 and 12 – Entre Ríos): Awarded to IEB Construcciones Sociedad Anónima – Trading Mrg S.A.U. (ARS 3,564.99, excluding VAT), for a term of twenty (20) years.
Region No. 4: Northwest Section (National Routes 9 and 34 – Jujuy, Salta, Tucumán and Santiago del Estero): Awarded to Autovía Construcciones y Servicios S.A. – Vapeu S.R.L. – Guigivan S.R.L. (ARS 2,285, excluding VAT), for a term of twenty (20) years.
Region No. 5: Litoral Section (National Routes 12 and 16 – Chaco and Corrientes): Awarded to JCR S.A. – Néstor Julio Guerechet S.A. (ARS 2,876.04, excluding VAT), for a term of twenty (20) years.
Region No. 6: Northeast Section (National Routes 12 and 105 – Misiones): Awarded to Carlos E. Enríquez S.A. – Hormi S.A. (ARS 2,950, excluding VAT), for a term of twenty (20) years.
Region No. 7: Chaco – Santa Fe Section (National Route 11): Awarded to José Eleuterio Pitón S.A. – Rovial S.A. – Obring S.A. (ARS 3,520), for a term of twenty (20) years.
Region No. 8: Cuyo Section (National Route 7 – Mendoza): Awarded to Laugero Construcciones S.A. – Green S.A. – Corporación Del Sur S.A. (ARS 3,090.2462, excluding VAT), for a term of twenty (20) years.

Financial structure of the model

Unlike traditional public works funded by the Treasury, the awards were made by evaluating the most economically advantageous proposals based on the lowest toll rate quoted by the bidders, ensuring the financial self-sustainability of each corridor at zero fiscal cost to the State.

Consolidation of the phased privatization

With the completion of Stage III, the Executive Branch finalizes the transfer to the private sector of more than 9,000 kilometers of the National Road Network under 20-year terms. This milestone marks the culmination of the restructuring of the road system following the declaration of privatization of Corredores Viales S.A.
