Buenos Aires Province Tax Collection Agency (ARBA) – New Collection Regime for Digital Wallets

Through Regulatory Resolution 25/2025, ARBA established a new collection regime for the Gross Income Tax applicable to funds credited to payment accounts offered by Payment Service Providers Offering Payment Accounts (PSPOCPs).

This collection regime will operate through the System for Collection and Control of Credits in Payment Accounts (SIRCUPA), approved by the Arbitration Commission of the Multilateral Agreement.

Who does the regime apply to?

It applies to taxpayers of the Gross Income Tax in Buenos Aires Province, both local and Multilateral Agreement taxpayers, who are included in the roster prepared by the Arbitration Commission.

On which amounts is it applied?

On amounts in Argentine pesos, foreign currency (except U.S. dollars), securities, or other instruments with purchasing power similar to legal tender, credited to accounts held with PSPOCPs.

Who must act as collection agents?

PSPOCPs registered with the Registry of the Superintendency of Financial and Exchange Entities (SEFyC), provided they are Gross Income Tax taxpayers in Buenos Aires Province.

Which credits are excluded?

Several credits are excluded from the regime, including:

  • Salaries of employees, pensions, retirement benefits, and loans of any nature.

  • Amounts credited from export operations.

  • Amounts from fixed-term deposits constituted by the account holder.

  • Transfers between accounts held by the same owner.

  • Transfers of funds from abroad, among others.

What is the applicable tax rate?

The rate applicable to each taxpayer is the one indicated in the official roster. These rates vary depending on the activity and type of taxpayer, ranging from 0.01% to 5%. The tax is collected at the time the corresponding amount is credited.

When does the regulation take effect?

It depends on the situation of each collection agent:

  • PSPOCPs already included in the Arbitration Commission lists as collection agents for other jurisdictions adhering to SIRCUPA: as of October 1, 2025.

  • PSPOCPs meeting the conditions but not yet included in such lists: as of November 1, 2025.

With this measure, the Province of Buenos Aires takes another step toward monitoring digital economy transactions, aligning the tax treatment of payment accounts with that of traditional bank accounts.
